judging is one thing, but invading their private life and probing their history for impurities to determine whether you should hire them is a massive violation to your right to privacy.
The only things that should matter is if you can do the job or not and if you have criminal history that would interfere with that, not what you jerk off to or believe, that has nothing to do with the job.
I would say the persons work and criminal history should be adequate enough to judge character, and if you are concerned with security you should adapt the system you have to be more secure.
I would assume the government or company building you would work in, if they cared, would have thorough enough safeguards to prevent sensitive information from being leaked, Like metal detectors and a system to cache personal devices before entering the building.
The only information you should have to know about the person would be their criminal history and job history, anything else is an invasion of the persons privacy.

The problem is we don't understand what consciousness is, Consciousness is the awareness of both yourself and the physical world. Most AI right now are confined to a computer with no physical input from the world and thus they can't grow as us humans have.
in order to have the level of intelligence that we have, not only would they need a body, but they also need dependencies, as we do with food, water, social activity, etc. consciousness requires goals, needs and the ability to solve problems with yourself and the problems around you in order to acquire those needs...
