At that point, anyone not in custody or otherwise incarcerated for committing violent crimes should have zero restrictions on their Second Amendment rights.

South Carolina needs to do this too. They are dicks when it comes to recognizing certain out-of-state CCW permits. For example, they don't seem to recognize any non-resident permits issued by other states, and they don't issue permits themselves to non-residents unless you own property in SC. Basically making it impossible to carry there if you live in a may-issue state, even if you've gone to the trouble of getting something like a Utah CCW.
The crazy state of CCW reciprocity can only be described as purposefully malicious at this point. There are states which have a permit process but don't recognize some states, and states which don't recognize any other state's permit. The resulting confusing can and has resulted in severe consequences for individuals crossing state lines.
Look at PA, a very simple form, $20 charge, and the same background check for purchasing a handgun in the first place. Recognized by 32 states, and recognizing 29 states. However, NY, DE, and MD surround PA and all three of them "may" issue permits but don't honor PA's permit at all. If a PA resident crosses into NY, DE or MD while carrying, they can be arrested.
Unless you're a LEO....Then you join the cool kids club and can get your LEOSA permit, forcefully recognized by every state at the federal level.
Ok, now do something actually useful and start an inter-state compact that says any state w/ Constitutional Carry issues Concealed Carry permits (hear me out) on a pro-forma basis to all requestors, based upon passage of a simple yes/no background check to determine if the applicant is a prohibited person.

Without high powered NRA lawyers advising Illinois conservatives, particularly collar County moderates who are clueless on guns, we would have had more restrictions than California on a May Issue system. South Carolina needs to do this too. They are dicks when it comes to recognizing certain out-of-state CCW permits. For example, they don't seem to recognize any non-resident permits issued by other states, and they don't issue permits themselves to non-residents unless you own property in SC. Basically making it impossible to carry there if you live in a may-issue state, even if you've gone to the trouble of getting something like a Utah CCW.
The crazy state of CCW reciprocity can only be described as purposefully malicious at this point. There are states which have a permit process but don't recognize some states, and states which don't recognize any other state's permit. The resulting confusing can and has resulted in severe consequences for individuals crossing state lines.
Look at PA, a very simple form, $20 charge, and the same background check for purchasing a handgun in the first place. Recognized by 32 states, and recognizing 29 states. However, NY, DE, and MD surround PA and all three of them "may" issue permits but don't honor PA's permit at all. If a PA resident crosses into NY, DE or MD while carrying, they can be arrested.
Unless you're a LEO....Then you join the cool kids club and can get your LEOSA permit, forcefully recognized by every state at the federal level.

Why is this important?
Because in many states, if you have a permit the FFL doesn't have to submit 4473 to sell you a gun. They still have to fill it out, but it never gets sent. Since the congress just passed a law that says any failed 4473 check will result in a criminal investigation, this should help eliminate false positives.

We need to support a convention and sort out some stuff while we are at it. Like fix the number of judges. Disband most federal law enforcement. Drop the interstate commerce act. Maybe even the right to taxation is only left to the state and repeal 16th. Direct election of senators.

I am not American so I do not understand the details. I just have one question; Why arnt all states constitutional conceal and open carry yet?
Many States are one-party (democrat) states, and the Democrats HATE individualism, free speech, self-defense rights for the law abiding, guns in the hands of the law abiding, etc. Meanwhile, in the red States we've had to drag our Republicans kicking and screaming into passing these bills.
While the US CONSTITUTION is stunningly clear on the RIGHT to bear and own firearms, (. . . . SHALL NOT BE INFRINGED.) States can set their own laws and do infringe constantly. There are dubious LEGAL issues as how and when the 2A applies... and Cities also have set their own gun laws. Even when you are free to carry a gun - some states limit you to specifically how and where.
There are app. some 20,000 or so laws on the books across the entire Nation regarding guns such as, which guns your are 'allowed' to own, what parts are legal and which parts are not legal, how you carry or transport a gun, where you can hunt with which kind of gun, when, how you store a gun, where you can discharge a gun, how you are allowed to discharge a gun, your age to own a gun, process to purchase a gun, and on and on...

Because a long time ago the government banned alcohol. This helped organized crime grow. Then they blamed organized crime for violence and passed laws banning guns. That's more or less where the NFA came from.
The rest of the laws "regulating" guns are to keep "undesirables" (black, poor, asian, whatever) from owning guns. And they just kept the laws because it's about power and not safety.

What good is open carry if stores like Walmart and Kroger forbid you to carry one in their stores?
You should not shop at stores or use businesses that restrict Constitutional rights.
You can go still go in, just leave if they ask. Also, you can conceal carry without a permit once the law is signed.
If they find out they'll ask you to leave, and if you don't you'll get trespassed. Keep it concealed and it'll never be a problem.
