I believe this is actually a threat to OK from the military.

What it's really saying is "you will lose all your federal funding for the national guard", which essentially means the OK National Guard will crumble and become basically nothing, as it's quite expensive and they probably heavily rely on federal funds.

Cutting the purse strings is the first step to freedom. A large, well armed, and Independent state guard where the governor is the ultimate commander-in-chief is something they would absolutely fear. I would pay good money for this. However, I think the governor should nullify federal taxes and have the state guard arrest anyone that tries to collect them. That should easily make up for the loss.
