Essentially: don't fly there. The fastest way to the hospital is by air and keeping the air clear around the area for such traffic is just common sense. Mass casualty incidents tend to have a TFR requested by the local emergency management office.

No fly means not even VFR. It makes sense that ATC is screwed, closing the airport, but closing the airspace as well?

Might have been. If AT&T/FBI would release some of the security videos from any of all the cameras around that street it could easily be understood what hit that RV.

Let's say the RV was the target and not the perp, then we will never see the any videos of the hit on the RV.

Too many unknowns at the moment.
