Even if they elected Thatcher's ghost she still couldn't be Hungarian Margaret Thatcher - the position of the president is mostly ceremonial, the important decisions are made at the PM level.

When it comes to matters internal to the country the President position is theoretically more powerful, than the PM. That theoretical power has not really been used, that is true.

That, for people not familiar with Europe, is a minister for women. Some countries hide it under ministry for family and children, but they all serve the same purpose.
