Seriously though - they are hoping it will prove an attraction and boost tourism $$ to help them in their Covid recovery. Given this news on this is now going viral, it looks like it will turn out to be a good investment.

Seen a a few of articles similar to this as of late, I'm guessing the media is softening us up to bash Japan for their "poor" response to covid aka not going full police state and the publics semi anti vaxxer mentality after measles, mumps and rubella inoculations that were suspected of leading to higher rates of aseptic meningitis in the 90s.

Not really. If you read the article, it states their COVID issues have been pretty light...but their tourism industry in particular has taken a hit, so they spent the money to try and bring in more tourists.

If it's embezzlement, it's weird embezzlement that would still serve the purpose, and I could see a statue that big being that pricy.
