It's a sweat. Something you do to your enemy. You have them cornered and they know they have lost and you don't give them an option to surrender, you make them sit in a box and sweat it out knowing the day of retribution is upon them. They know pain is coming and they have advanced notice to stew over it.

An example would be surrounding your enemy toward the end of a battle knowing they are out of ammo and provisions, instead of finishing them off you throw a party in their honor. You cook savory meat and enjoy the victory celebration before moving in for the kill. It is a dangerous move in boxing to get cocky and taunt your enemy by celebrating early, but not so much if you cut his arms off first.

Handing over documents, etc., is meaningless when you can redact every other word under the guise of “national security”. Not trying to be a downer but I have yet to see anything from the FBI/government that doesn’t look like a toddler was practicing his coloring skills with a black sharpie! 🙄🤷🏼‍♀️😂 These orders should start including that there can be no redactions on any evidence obtained by the government that they are ordered to release. I highly doubt SR’s “murder” investigation has any national security issues that would put our troops or nation in harms way. It’s more likely that un-redacted evidence would shine a light on corrupt and dirty politicians and that would be a blessing for our nation (if they were arrested), not harmful.
